The Phase 0 Implementation Profile implements only the selected mappings needed to establish the first demonstrable implementation baseline. It does not attempt to implement every future Node, endpoint, information structure, Quality of Service (QoS) profile, deployment topology, policy mechanism, operational dashboard, or evidence package. This principle protects Phase 0 from uncontrolled scope growth.
