Controlled change prevents local implementation decisions from silently affecting compatibility, traceability, logical relationships, or later deployment and evidence planning. ===== Applies To ===== This requirement applies to: * source artifacts; * generated artifacts; * implementation mappings; * configuration artifacts; * scripts; * repository structure; and * Developer Handbook rules. ===== Verification ===== Verification SHALL confirm that implementation governance defines implementation change control.
