It is not an independent architectural or implementation-profile authority. Keeping the handbook subordinate to the Phase 0 Implementation Profile / PSM ensures that handbook rules remain aligned with Part 4 and cannot override implementation mappings or requirements. ===== Applies To ===== This requirement applies to: * the Phase 0 Developer Handbook; * handbook rules and conventions; * handbook change control; and * implementation review. ===== Verification ===== Verification SHALL confirm that the Developer Handbook remains subordinate to the Phase 0 Implementation Profile / PSM.
