Office of Management and Budget (OMB) Circular A-119 implements the standards policy established by the [[dido:99_annexes:annex-c-references:r12-national-technology-transfer-and-advancement-act|National Technology Transfer and Advancement Act (NTTAA)]] and provides guidance for federal agencies on selecting, participating in, and applying voluntary consensus standards.
