A completed start operation establishes that the startup procedure reached an endpoint. It does not demonstrate that the Node has initialized its required services, established its [[dido:99_annexes:annex-b-terms-and-definitions:n:node_binding|Node Bindings]], obtained required resources, reached a stable operating state, or satisfied the applicable [[dido:99_annexes:annex-b-terms-and-definitions:t:test_definition|Test Definition]].
