==== The Objective of this RFP ====

This request for proposals seeks a platform-independent Reference Architecture governing the controlled processing of structured information artifacts in mission-critical and regulated environments. The requested architecture defines architectural constructs that separate data, structure, semantics, and interpretation; establish governed processing flows across defined boundaries; preserve jurisdictional authority over structural and semantic definitions; and support modular, inspectable, and reproducible information processing independent of specific implementation technologies.
